HELICOPTER OPERATIONS FACILITY
AT
WHITEMAN AIRPORT
PACOIMA, CALIFORNIA

 

American Airports Corporation (“AAC”), on behalf of the County of Los Angeles Department of Public Works (“Public Works”), is seeking proposals from those firms who responded to the Request for Qualifications to develop a Helicopter Operations Facility at Whiteman Airport issued on January 13, 2015. It is the intent of AAC to select one (1) respondent to negotiate and enter into a thirty (30) year ground lease to develop and operate a Helicopter Operations Facility at Whiteman Airport (the“Airport”).

The area of land to be developed is depicted in Exhibit C and is comprised of approximately 3.2 acres subject to a final survey to be performed by respondent prior to the execution of a lease. Because helicopter take-offs, landings and air taxiing are prohibited outside of the movement areas, with the exception of the helicopter parking pads, helicopters must be transported via dolly or tug to/from their place of storage or service on the airport, which in many cases is quite a distance. Consistent with the Airport’s current FAA-approved Airport Layout Plan, the area to be developed is intended to serve as a consolidated helicopter operations area. Public Works intends to co-locate all helicopters into this one area that is in close proximity to the airport’s runway/taxiway system to better facilitate the safe and efficient operations, storage, maintenance and other servicing of helicopters at the airport.

The area of land identified by this RFP shall be developed and operated in a manner to support helicopter operations and maintenance which is a key component of the products, services and facilities the County of Los Angeles desires to provide to the users and visitors of the Airport. It should be noted any Lease agreement executed in connection with this RFP is subject to any required environmental review and compliance including CEQA and NEPA and all costs associated with environmental review and compliance shall be the sole responsibility of the proposer. Overall, this RFP is intended to identify an experienced developer and operator of aviation facilities of similar scale with a proven track record, desire, vision and ability to provide the local business and aviation community with a first class helicopter operations facility.

Requests made via fax or by mail will be sent via US Mail or email if an email address is provided.

Responses to this RFP will be received until 3:00 p.m. PDT, July 24, 2015 at American Airports Corporation, 2425 Olympic Blvd., Suite 650 East, Santa Monica, CA. Each proposal must be contained in an envelope which shall be sealed, conspicuously endorsed with the Respondent’s name, and may be sent via U.S. Mail, overnight mail, or hand-delivered.

The Proposal should be submitted in the format outlined in Part 2 - Format and must give all information required. The Proposal must be signed on behalf of the Respondent and the acknowledgement taken in the form provided thereon. Please submit one (1) original and six (6) copies of the Proposal.

Each entity submitting a response will be required to submit with its RFP, a Proposal Guarantee in the form of a bank cashier’s or bank certified check in the amount of $5,000.00 payable to American Airports Corporation. The certified or bank cashier’s checks will be retained by AAC until execution of a Lease Agreement between the County of Los Angeles and the selected Respondent. AAC will then return all proposal Guarantee checks within ten (10) days of execution of the Lease Agreement.
